But in the data base search, I could not find any usage with this meaning to suggest. Mostly they referred to pull, tear, etc. physical actions or to object, accuse or blame etc. in the classical literature. Anyhow, one cannot survey whole of literature, unless for dictionary making.

This is the reference given by Monier Williams:
to hint at , suggest , indicate Mr2icch. Sch..
but he has not given exact reference. to the location for checking. Possibly something is hinted. Not exactly making suggestion or propose any idea. in the drama मृच्छकटिकम् of शूद्रक.

एषा आर्यचारुदत्तस्य वधूरार्या धूता पदे वसनाञ्चले विलगन्तं दारकमाक्षिपन्ती बाष्पभरितनयनैर्जनैर्निवार्यमाणा प्रज्वलिते पावके प्रविशति। is the only instance in मृच्छकटिक Act 10. after verse 55. But it is not समाक्षिप् butआक्षिपन्ती which is translated as avoiding her child. Or may mean in the context to point out.

Thanks for offering examples for different usages of समा+क्षिप् but for to suggest which was used. I could not find the I Part of उपसर्गार्थवृत्ति of चारुदेवशास्त्री, which covers almost every genre of literature from vedic usages to give the meanings of prefixed verbs. The second part continues with सम् but this sequence doesn’t appear there.
